Custody of the register.—The register maintained under these rules shall be kept at the office of the Licensing Authority in the custody of the Highway Administration Officer, shall be bound and its pages numbered, and shall not be removed from that office except on the written order of the Licensing Authority; and where the Highway Administration Officer having custody of it is succeeded by another, an entry recording the transfer of custody shall be made in Form 4 within sixty days of the succession.
