Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of premises used as a polling station dies, his legal representative shall, within forty-five days of the death, intimate the death to the Delimitation Commission in Form 2A, surrender the certificate of registration to it and furnish a statement of every register then held; and the Delimitation Commission shall enter the intimation in the register within sixty days of its receipt.
