Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any fish farmer dies, his legal representative shall, within twenty-one days of the death, intimate the death to the Seed Certification Agency in Form C, surrender the certificate of registration to it and furnish a statement of every market fee receipt then held; and the Seed Certification Agency shall enter the intimation in the register within forty-five days of its receipt.
