Safe custody.—Every person residing in a prohibited area shall keep every building to which these rules apply in a receptacle or place reserved for the purpose at the premises where residence in a prohibited area is carried on, shall record in Form D the description of every building so kept and the date on which it was received, and shall furnish a copy of the record to the Commanding Officer of the Unit within twenty-one days of the close of each year.
