Surrender of certificate.—Every owner of a mine within a forest who ceases to carry on mining within a forest area shall, within forty-five days of such cessation, surrender the certificate of registration to the Environmental Appellate Authority in person or by registered post, and shall inform it in Form VII of the manner in which every waste manifest held by him has been disposed of.
