Surrender of certificate.—Every endorser who ceases to carry on the endorsement of goods or services shall, within twenty-one days of such cessation, surrender the certificate of registration to the Bureau of Indian Standards in person or by registered post, and shall inform it in Form F of the manner in which every label held by him has been disposed of.
