Application for registration.—Every licensee of an explosives magazine carrying on the storage of explosives shall make an application for registration to the Chief Controller of Explosives in Form VIII, within forty-five days of the commencement of these rules, accompanied by a fee of ten thousand rupees and a statement of every seized article held by him on the date of the application, and shall keep a copy of the application and of the statement for fifteen days from that date.
