Surrender of certificate.—Every hostel for students of Scheduled Castes who ceases to carry on the running of a hostel shall, within fifteen days of such cessation, surrender the certificate of registration to the Rehabilitation Council in person or by registered post, and shall inform it in Form IV of the manner in which every grievance held by him has been disposed of.
