Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any pilot of a port dies, his legal representative shall, within fourteen days of the death, intimate the death to the Mercantile Marine Department in Form 3, surrender the certificate of registration to it and furnish a statement of every bill of lading then held; and the Mercantile Marine Department shall enter the intimation in the register within fifteen days of its receipt.
