Surrender of certificate.—Every cultivator of hemp who ceases to carry on the cultivation of hemp under licence shall, within thirty days of such cessation, surrender the certificate of registration to the Excise Appellate Authority in person or by registered post, and shall inform it in Form B of the manner in which every excise seal held by him has been disposed of.
