Surrender of certificate.—Every retail vendor who ceases to carry on the retail vend of liquor shall, within twenty-one days of such cessation, surrender the certificate of registration to the District Excise Officer in person or by registered post, and shall inform it in Form F of the manner in which every bottle held by him has been disposed of.
