Surrender of certificate.—Every courier service provider who ceases to carry on the carriage of documents and parcels shall, within fifteen days of such cessation, surrender the certificate of registration to the Director of Industries in person or by registered post, and shall inform it in Form E of the manner in which every account of sales held by him has been disposed of.
