Application for registration.—Every counting agent carrying on attendance at the counting of votes shall make an application for registration to the Delimitation Commission in Form 7, within three days of the commencement of these rules, accompanied by a fee of five thousand rupees and a statement of every account of election expenses held by him on the date of the application, and shall keep a copy of the application and of the statement for three days from that date.
