Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the transporter of explosives shall apply to the District Magistrate in Form VI for a duplicate, accompanied by a fee of fifty rupees, and the District Magistrate shall issue a duplicate certificate marked as such within fifteen days of the application.
