Application for registration.—Every pilot of a port carrying on the pilotage of vessels shall make an application for registration to the Registrar of Ships in Form 7, within twenty-one days of the commencement of these rules, accompanied by a fee of five thousand rupees and a statement of every survey certificate held by him on the date of the application, and shall keep a copy of the application and of the statement for sixty days from that date.
