Surrender of certificate.—Every keeper of a printing press who ceases to carry on the keeping of a printing press shall, within twenty-one days of such cessation, surrender the certificate of registration to the State Government in person or by registered post, and shall inform it in Form V of the manner in which every seized article held by him has been disposed of.
