Safe custody.—Every keeper of a zoo shall keep every waste manifest to which these rules apply in a receptacle or place reserved for the purpose at the premises where the keeping of a zoo is carried on, shall record in Form VII the description of every waste manifest so kept and the date on which it was received, and shall furnish a copy of the record to the Divisional Forest Officer within seven days of the close of each year.
