Surrender of certificate.—Every operator of a parking lot who ceases to carry on the running of a parking lot shall, within twenty-one days of such cessation, surrender the certificate of registration to the Town Vending Committee in person or by registered post, and shall inform it in Form D of the manner in which every sanitary certificate held by him has been disposed of.
