Safe custody.—Every ground handling agency shall keep every cargo manifest to which these rules apply in a receptacle or place reserved for the purpose at the premises where the provision of ground handling services is carried on, shall record in Form CA-5 the description of every cargo manifest so kept and the date on which it was received, and shall furnish a copy of the record to the Airports Authority within fourteen days of the close of each year.
