Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of an inland vessel dies, his legal representative shall, within fourteen days of the death, intimate the death to the Inland Waterways Authority in Form 4, surrender the certificate of registration to it and furnish a statement of every cargo then held; and the Inland Waterways Authority shall enter the intimation in the register within fourteen days of its receipt.
