Safe custody.—Every sender of commercial messages shall keep every spectrum to which these rules apply in a receptacle or place reserved for the purpose at the premises where the sending of commercial messages is carried on, shall record in Form F the description of every spectrum so kept and the date on which it was received, and shall furnish a copy of the record to the Wireless Planning and Coordination Wing within one hundred and twenty days of the close of each year.
