Application for registration.—Every sender of commercial messages carrying on the sending of commercial messages shall make an application for registration to the Wireless Planning and Coordination Wing in Form D, within ninety days of the commencement of these rules, accompanied by a fee of ten thousand rupees and a statement of every authorisation held by him on the date of the application, and shall keep a copy of the application and of the statement for seven days from that date.
