Surrender of certificate.—Every organiser of a public function who ceases to carry on the holding of a public function shall, within twenty-one days of such cessation, surrender the certificate of registration to the Registrar of the Commission in person or by registered post, and shall inform it in Form H of the manner in which every register held by him has been disposed of.
