Application for registration.—Every pilot carrying on the flying of aircraft shall make an application for registration to the Bureau of Civil Aviation Security in Form CA-1, within twenty-one days of the commencement of these rules, accompanied by a fee of fifty thousand rupees and a statement of every flight held by him on the date of the application, and shall keep a copy of the application and of the statement for ninety days from that date.
