Maintenance of premises.—Every political party shall keep the premises where the functioning of a political party is carried on in a clean and orderly condition, shall provide for every account of election expenses kept there a place set apart for its safe keeping, shall not use the premises for any purpose incompatible with the functioning of a political party, and shall furnish to the Electoral Registration Officer in Form 17A, within fourteen days of the commencement of these rules, a plan of the premises showing the place so set apart.
