Surrender of certificate.—Every driving school who ceases to carry on the imparting of instruction in driving shall, within ninety days of such cessation, surrender the certificate of registration to the Highway Administration in person or by registered post, and shall inform it in Form 38 of the manner in which every motor vehicle held by him has been disposed of.
