Application for registration.—Every publisher of textbooks carrying on the publication of textbooks shall make an application for registration to the Regulatory Authority in Form E, within twenty-one days of the commencement of these rules, accompanied by a fee of twenty-five thousand rupees and a statement of every mark sheet held by him on the date of the application, and shall keep a copy of the application and of the statement for fifteen days from that date.
