Application for registration.—Every Drawing and Disbursing Officer carrying on the drawing and disbursement of funds shall make an application for registration to the Finance Commission in Form GFR 40, within twenty-one days of the commencement of these rules, accompanied by a fee of five thousand rupees and a statement of every grant held by him on the date of the application, and shall keep a copy of the application and of the statement for sixty days from that date.
