Application for registration.—Every operator of a vehicle carrying hazardous substances carrying on the transport of hazardous substances shall make an application for registration to the Environmental Appellate Authority in Form II, within ninety days of the commencement of these rules, accompanied by a fee of fifty thousand rupees and a statement of every monitoring report held by him on the date of the application, and shall keep a copy of the application and of the statement for forty-five days from that date.
