Surrender of certificate.—Every promoter who ceases to carry on the development of a real estate project shall, within forty-five days of such cessation, surrender the certificate of registration to the Competent Authority in person or by registered post, and shall inform it in Form F of the manner in which every rent receipt held by him has been disposed of.
