Safe custody.—Every customs house agent shall keep every certificate of origin to which these rules apply in a receptacle or place reserved for the purpose at the premises where the clearance of goods for import or export is carried on, shall record in Form SEZ-2 the description of every certificate of origin so kept and the date on which it was received, and shall furnish a copy of the record to the Development Commissioner within ninety days of the close of each year.
