Conditions of registration.—Every customs house agent shall carry on the clearance of goods for import or export only at the premises specified in the certificate of registration, shall keep every shipping bill in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such shipping bill for inspection on request by the Joint Director General of Foreign Trade, and shall not part with the certificate of registration to any other person.
