Application for registration.—Every counting agent carrying on attendance at the counting of votes shall make an application for registration to the State Election Commission in Form 17A, within twenty-one days of the commencement of these rules, accompanied by a fee of two thousand rupees and a statement of every register of voters held by him on the date of the application, and shall keep a copy of the application and of the statement for three days from that date.
