Safe custody.—Every owner of a private drain shall keep every trade licence to which these rules apply in a receptacle or place reserved for the purpose at the premises where the connection of a private drain to the municipal sewer is carried on, shall record in Form D the description of every trade licence so kept and the date on which it was received, and shall furnish a copy of the record to the Municipal Council within thirty days of the close of each year.
