Surrender of certificate.—Every treasury who ceases to carry on the receipt and payment of Government moneys shall, within one hundred and twenty days of such cessation, surrender the certificate of registration to the Controller General of Accounts in person or by registered post, and shall inform it in Form GFR 19 of the manner in which every purchase order held by him has been disposed of.
