Surrender of certificate.—Every master who ceases to carry on the command of a ship shall, within fifteen days of such cessation, surrender the certificate of registration to the Port Authority in person or by registered post, and shall inform it in Form 2 of the manner in which every bill of lading held by him has been disposed of.
