Surrender of certificate.—Every owner of a level crossing road who ceases to carry on the maintenance of a level crossing shall, within thirty days of such cessation, surrender the certificate of registration to the Commissioner of Railway Safety in person or by registered post, and shall inform it in Form C of the manner in which every luggage held by him has been disposed of.
