Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the owner of a wharf shall apply to the Conservator of the Port in Form 4 for a duplicate, accompanied by a fee of two thousand rupees, and the Conservator of the Port shall issue a duplicate certificate marked as such within twenty-one days of the application.
