Periodical returns.—Every owner of land near an aerodrome shall furnish to the Airports Economic Regulatory Authority, within forty-five days of the close of each year, a return in Form CA-4 of the erection of structures near an aerodrome carried on during that year, and a nil return where no such activity was carried on.
