Application for registration.—Every operator of a children's home carrying on the running of a children's home shall make an application for registration to the State Commission for Women in Form III, within thirty days of the commencement of these rules, accompanied by a fee of five hundred rupees and a statement of every complaint held by him on the date of the application, and shall keep a copy of the application and of the statement for twenty-one days from that date.
