Surrender of certificate.—Every owner of a hoarding who ceases to carry on the display of advertisements shall, within seven days of such cessation, surrender the certificate of registration to the Municipal Council in person or by registered post, and shall inform it in Form G of the manner in which every register of properties held by him has been disposed of.
