Application for registration.—Every owner of a vehicle used for election purposes carrying on the use of vehicles for election purposes shall make an application for registration to the Delimitation Commission in Form 8, within thirty days of the commencement of these rules, accompanied by a fee of one hundred rupees and a statement of every report held by him on the date of the application, and shall keep a copy of the application and of the statement for twenty-one days from that date.
