Surrender of certificate.—Every owner of a vehicle used for election purposes who ceases to carry on the use of vehicles for election purposes shall, within forty-five days of such cessation, surrender the certificate of registration to the Delimitation Commission in person or by registered post, and shall inform it in Form 2B of the manner in which every register held by him has been disposed of.
