Surrender of certificate.—Every dealer in wild animal articles who ceases to carry on dealing in wild animal articles shall, within one hundred and twenty days of such cessation, surrender the certificate of registration to the Principal Chief Conservator of Forests in person or by registered post, and shall inform it in Form VIII of the manner in which every plastic packaging held by him has been disposed of.
