Surrender of certificate.—Every citizen who ceases to carry on travel abroad shall, within ninety days of such cessation, surrender the certificate of registration to the Protector of Emigrants in person or by registered post, and shall inform it in Form C of the manner in which every registration certificate held by him has been disposed of.
