Surrender of certificate.—Every owner of a school building who ceases to carry on the safety of a school building shall, within thirty days of such cessation, surrender the certificate of registration to the District Authority in person or by registered post, and shall inform it in Form E of the manner in which every stock held by him has been disposed of.
