Application for registration.—Every principal employer carrying on the engagement of employees through an immediate employer shall make an application for registration to the appropriate Government in Form 12, within fifteen days of the commencement of these rules, accompanied by a fee of five hundred rupees and a statement of every register held by him on the date of the application, and shall keep a copy of the application and of the statement for ninety days from that date.
