Surrender of certificate.—Every principal employer who ceases to carry on the engagement of employees through an immediate employer shall, within thirty days of such cessation, surrender the certificate of registration to the appropriate Government in person or by registered post, and shall inform it in Form 16 of the manner in which every register held by him has been disposed of.
