Regulation of the drawing and disbursement of funds.—No Drawing and Disbursing Officer shall carry on the drawing and disbursement of funds except under and in accordance with a licence granted by the Comptroller and Auditor-General under this Order, and every such licence shall be in Form GFR 21.
