11. Procedure for the procurement of goods and services.—(1) Every procuring entity shall, before undertaking the procurement of goods and services, intimate the Controller General of Accounts in writing, specifying the bid concerned and the period for which it is proposed to be undertaken. (2) The Controller General of Accounts may, within thirty days of the receipt of the intimation, require the person to furnish such further particulars as it considers necessary.
